On April 22 the anticipated PG&E solar PV program with an allocation of 250MW to independent power producers (IPPs) was approved.
In particular this new program provides:
Southern California Edison Launches 250MW Solar PV Program FOR Investors
The June 2009 program sets aside 50MW each year for independent power producers to provide solar PV directly onto the SCE grid. Simplified rules for acceptance and streamlined forms and procedures make this a major new opportunity for new solar farm investments in the SCE region.
California First Feed In Tariff
In 2009 the legislature approved the first statewide solar FIT program. SB 32 provides for a "must take" contract with a fixed FIT price for solar farms in the 1.5-3MW size range. Both the California legislature with bill AB 1106 and the CA PUC are also finalizing a feed-in-tariff for 1.5-10MW PV farms with simplified agreements for 10-20MW PV installations with the big three utilities. This will spur massive new investement in CA.
Sacramento MUD Enacts Feed In Tariff For Large Solar PV
This new program allows solar farms to be built up to a 5MW capacity with a feed-in-tariff that is based on avoided costs and a value adder to the utility. Total program capacity is 100MW and the effective date is January 2010 with a fast approval process. Many other FIT rate rulings are expected for the California solar PV market in the coming months.
